• 잠재적으로 특정 개인을 식별할 수 있는 모든 데이터
• 한 사람을 다른 사람과 구별하는 데 사용할 수 있고 이전에 익명이었던 데이터를 익명화하는 데 사용할 수 있는 모든 정보는 PII로 간주
